However, these occurrences depend on the country. In some parts of the world, blackout or drown out our use interchangeably.
Effects of Brownout
During brownout or blackout, various electrical appliances react differently. Some appliances work less effectively; others may completely shut down. Some heaters may adapt to the energy consumption and regulate the voltage accordingly. Here is a list of appliances and how they react.

In the case of a water heater or induction oven, this small reduction in voltage may increase water heating time.
